Bob, another point to note is that New Jersey has increased their travel restrictions as well.

    https://covid19.nj.gov/faqs/nj-information/travel-and-transportation/which-states-are-on-the-travel-advisory-list-are-there-travel-restrictions-to-or-from-new-jersey

There are 46 states on the list for the travel advisory.  Because of close proximity, PA, DE, NY, and CT are exempt from the quarantine, however, the advisory states that non-essential travel is highly discouraged.

    "discouraged"<>"prohibited"...

    (use your judgment)

BTW, the deadline (registration closure) is 9pm, today.

Quote from PA Government site of the current status:
Completing a 14-day quarantine after traveling outside of Pennsylvania is required if an individual does not have proof of a negative test result. As case numbers increase nationwide, persons traveling to Pennsylvania or returning to Pennsylvania after travelling out of state risk bringing COVID-19 into the state and potentially infecting others. Individuals should stay in their quarantine location for the full 14 days and avoid physically interacting with anyone, including those in their household. If individuals do not want to quarantine, they can be tested in the 72 hours prior to entering Pennsylvania; if they have a negative test result, they will not have to quarantine. Additionally, quarantine is not required for individuals who travel routinely for work or other critical purposes, such as medical appointments or to comply with a court order such as custody exchanges.

hi Ed and John and Guy,  i remained silent on this discussion until After the Hvo orienteering event was over.  I respect and appreciate all Covid suggestions and do not want anyone to catch Chinese Covid disease while visiting ANY PA or NJ park or forest.  We this weekend at this middletown, nj site followed all OUSA practical covid rules (Masks, preregistration, encourage proper-social distancing and coach arrival of groups by spacing show up appointments,  etc...).  We held our small 75 plus person outdoors map and orienteering meet, Tatum park has a new map, runners had Fun, and lets just say NJ is restricting some social group sizes but this event happened, sucessfully, safely and I hope covid goes into remission: as the many state tbd rules, some that are evolving, would and will make me, an experienced and avid supporter to - 'hold' outdoors orienteering events, pause in the future that it is becoming a more heavy burden ... on the - meet director. Many normal "any club" usa volunteer helpers are turned off to volunteering in 'general' at recent orienteering meets (covid fear).  hopefully it is a short term problem seen at tatum park.  yet others do step forward to help.

A fine example, A head DVOA code name MyF official, was recently talking/phone to someone in a scout or Nrotc team (New coach) interested in the now canceled tyler Pa fall event, had local "trouble" finding a public map meet/event in South NJ.  Said code name Referal Appreciated ... told the coach about Tatum park 22 nov NJ event at the last day to register.  point is, need was there, brains kicked in, suggestion to call bob R in NJ tip,  problem solved for 6 hikers at tatum sucessfully completing there first orienteerung course as young adults.  Thanks MyF, well done suggestion. Its like that old saying, you are 6 persons away from actually thinking you have no link to say a top company or government big wig.  this case shows a 4 person min. link between No "O" and 6 happy hikers.  bye. rr

A quick review of the registration db revealed 5 occurrences of "PA" in the state column (20+ "NY", the rest "NJ").

AFAIK, the hassles Bob experienced in getting the permit were unrelated to covid, and none of what we did in precautions was directed by the County.
